No, DMV has a big book on driver license samples from all countries, they will compare your foreign license for legitimacy and if everything checks out, you only have to pass a knowledge test, after obtaining an initial permit, and a vision test right before knowledge test, and NO driving test is required.

From what it says online for me ti change it online it will be a $12 fee and if I want a replacement with the new address I will have to come to the dmv wit my 6pts to get the license with the new address on it. I did for drivers license. Made appointment went to MVC for appointment. Was very simple.
