However I have the bag that they gave me in San Diego (same as a couple other U.S. airpors) and the actual dimensions on that are 7.0" by 7.5". For reference I was using a clear plastic-vinyl pencil-case like bag which was 10" by 5.5" and it was how I got the freebie in SAN.

Technically speaking I'd be breaking the 3-1-1 rule, however the contents within will not exceed the limits of the suggested 1 quart bag. TSA sez your 3.4 oz bottles must fit comfortably in the kwart baggie.
3-1-1 for carry-ons = 3.4 ounce (100ml) bottle or less (by volume) ; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3.4 ounce (100ml) container size is a security measure.

Gonna depend on what it is. If it's 151 proof rum or similar, the answer is zero. If it's something under 140 proof and they are under the 100 ml size, it's as many as you can fit in a quart size bag (hint, some quart size bags are significantly larger than others). If it's mini bottles over 100 mls, the answer is also zero.
All liquids, gels and aerosols must be placed in a single, quart-size, zip-top, clear plastic bag. Gallon size bags or bags that are not zip-top such as fold-over sandwich bags are not allowed. Each traveler can use only one, quart-size, zip-top, clear plastic bag.
