The airline was founded as Hokkaido International Airlines in 1996 by Teruo Hamada (浜田輝男, Hamada Teruo), an entrepreneur in Hokkaido, shortly after the Japanese government approved a domestic airline deregulation policy that would allow carriers to freely set fares on domestic routes. It serves Nakashibetsu and the nearby city of Nemuro, and is the easternmost airport in the country. [ 2 ] The Japanese government officially refers to the airport as Nakashibetsu Airport , [ 3 ] while the airport operator uses the Nemuro Nakashibetsu name, [ 4 ] as does the only airline group serving the airport ( All Nippon Airways ).
In 1974, Toa ceased operations at Okadama and ANA established a new subsidiary, Air Nippon, to handle YS-11 flights at the airport. ANA later replaced its YS-11s with quieter Bombardier Dash 8 turboprops. In 1995, the city of Sapporo proposed extending the runway to 2,000 m in order to allow jet service at Okadama.
Four of these slots are currently used by passenger flights to Tokyo while the other two are used by cargo flights. New Chitose previously had long-haul service to Amsterdam ( KLM , 1997–2002), Cairns ( Qantas , 1992–1998 and 2004–2007) and Honolulu ( JALWays , 1992–2003, Hawaiian Airlines since 2012).
