Drummond designed these locomotives to answer the need for a larger and more powerful version of William Adams' 0-4-4 T1 class of 1888. The Adams T1's 5 ft 7 in (1,702 mm) wheels had been developed to meet the LSWR's requirement for a compact and sure-footed suburban passenger locomotive to be utilised on the intensive commuter timetables around London. The company was founded in Jasper, Alabama in 1935 by Heman Edward Drummond, an Alabama coal miner. [1] [2] [3] Drummond started mining on land he inherited from his family; he used mules to drag coal out of the mines. [1] When Drummond died in 1956, the company remained family-owned. [1]

He too extended the design to produce the first of his several successful 0-4-4T designs for the North British and Caledonian Railway. The LSWR S15 class is a British 2-cylinder 4-6-0 freight steam locomotive designed by Robert W. Urie, based on his H15 class and N15 class locomotives. The class had a complex build history, spanning several years of construction from 1920 to 1936.
