The "effective" in the original version is an adjective, and to make this work syntactically, a good way to think of it is as an elision of "and this is". It would also benefit from a comma: You are dismissed , {and this is} effective immediately.

Your suspicion is understandable, however, because the sentence is not punctuated properly. It should read: "Motion to terminate Wilhamina Slater as creative director, Mode magazine, effective immediately. All those in favor." With the comma before "effective immediately", those two words act as an adverb on the verb "terminate". Hope that helps,
