Paschim Medinipur, located in the south-western part of West Bengal, was created with the partition of the erstwhile Midnapore district, then the largest district of India, on 1 January 2002. It ranks second in terms of geographical area (9,295.28 km 2 ) amongst the districts of the state, next to South 24-Parganas (9,960 km 2 ).
Hailing from Village Bankati, P.O. Hoomgarh, in the Garhbeta region of Midnapore district, Goswami officially took his oath of office as a Member of the Legislative Assembly (MLA) on June 18, 1952. The Partition of Midnapore (Bengali: মেদিনীপুর জেলা বিভাজন) was the administrative breakup of the Midnapore District of West Bengal, India into the western Paschim Medinipur and the eastern Purba Medinipur districts that became effective on 1 January 2002.

A re-election was ordered by the Calcutta High Court, and Manas Ranjan Bunia won it. Makhan Lal Bangal, Independent, defeated Manas Bhunia of Congress in 1996.
