Construction of Sulphur Creek Dam was completed in 1966 by the Moulton Niguel Water District. The lake was known as Sulphur Creek Reservoir and used to store treated reclaimed water for irrigation. In 1970 the Orange County Flood Control District purchased the dam and reservoir in conjunction with the city of Laguna Niguel for use as a park.
Laguna Niguel Lake, formed by damming Sulphur Creek, is the largest body of water in the city. [26] Although Laguna Niguel is located very close to the Pacific, it does not border it, the result of a controversy over the coastline with Dana Point in 1989 (see #History).

By around 7 p.m., hundreds of homes in Laguna Niguel had been evacuated. Firefighting vehicles raced south on Pacific Coast Highway, entering through the Ranch, a local country club and golf course.
In the 1960s, the City of Laguna Niguel bought a large portion of the ranch from the Moulton family; it was later donated to the county for recreational use. [28] Resultantly, the upper and lower sections of the creek are now under county ownership, and Laguna Niguel Lake is managed by the Orange County Flood Control District.
The cities of Mission Viejo and Laguna Niguel were incorporated in 1988 and 1989, respectively. In 1991 El Toro incorporated as the city of Lake Forest; Laguna Hills also incorporated in 1991, and Laguna Woods in 1999. By the early 21st century, more than 70 percent of the watershed was urbanized. [37]
