Hill was one of two men convicted of the murder of Raymond Fife, but only Hill, who was 18 when the murder happened, was sentenced to death. Hill's accomplice, Timothy Combs, was sentenced to life in prison as he was 17 when the crime occurred and hence ineligible for the death sentence. Combs had since died in prison in 2018.
