The Financial Services and the Treasury Bureau (FSTB) is a part of the 15 policy bureaux for the Hong Kong Special Administrative Region. They are responsible for developing and executing government policy on finance and treasury. The agency was established on 1 July 2002.

Leung joined the Hong Kong Monetary Authority (HKMA) in 1994 and was promoted to Executive Director (External) in 2000. She is a member of the Financial Services Advisory Committee of the Hong Kong Trade Development Council. Before joining HKMA, she served on the Asian Wall Street Journal for 10 years. [3]
