ISO 259-3 is Uzzi Ornan's romanization, which reached the stage of an ISO Final Draft [3] but not of a published International Standard (IS). The hebrew, stan and tiber parameters are mandatory. The means parameter is optional. The order of parameters doesn't matter when they are entered by name (as in the first example above).

Consequently, in general usage there are often no hard and fast rules in Hebrew-to-English transliteration, and many transliterations are an approximation due to a lack of equivalence between the English and Hebrew alphabets.
