Davis was born on March 1, 1898, in Noble Lake, Arkansas.He was a son of Miles Dewey Davis Sr. and Mary (Luster) Davis. He was educated at the Arkansas State Normal School (now University of Arkansas-Pine Bluff) in Pine Bluff, Arkansas and received his Bachelor of Science degree at Arkansas Baptist College in Little Rock in 1919.

Davis instead completed his law degree at Howard University in 1949 and then returned to Arkansas. He passed the bar and set up a practice in Pine Bluff, Arkansas. In 1952, he moved to Waco, Texas, to teach at Paul Quinn College. He took and passed the bar exam in Texas and in 1954 became one of only two black lawyers in Fort Worth, Texas.

The Pine Bluff and Jefferson County Library System operates the Watson Chapel Dave Burdick Library, near the high school and along U.S. Route 79. Its namesake is the library director from 1991 to 2012.
