Navy Housing Activity, Yokohama, Japan was commissioned on 1 July 1959. CDR J. L. Wallace, USN was its first commanding officer with CDR Harland Bowman, CEC, USN as its first executive officer.

The core hospital (headquarters of U.S. Naval Hospital, Yokosuka) is located on the grounds of the original hospital compound built in 1881 for the Imperial Japanese Navy. Earthquake and fire destroyed those buildings in 1923. The Imperial Japanese Navy rebuilt the hospital in February 1931 as a medical center and training school.
The name Kaigun Gijutsu Kenkyūsho (Naval Technical Research Institute) was assigned by April, 1923, when the arsenal was moved to Tsukiji with several other Naval support units.
