In its language, the bill specifically identifies carbon dioxide and other greenhouse gases earlier defined by the EPA as regulated pollutants under the EPA's remit. The bill also gives the EPA more than $27 billion in funding for regulation under the CAA, through a green bank for carbon dioxide and direct grants for methane. [11] [12] [13] [14]
The OSHA definition is part of a legal standard, which is the minimum legal requirement. Users or employers are encouraged to apply proper judgment to avoid taking unnecessary risks, even if the only immediate hazard is "reversible", such as temporary pain, disorientation, nausea, or non-toxic contamination.
As an example, the United States Environmental Protection Agency has developed the National Ambient Air Quality Standards (NAAQS) [6] NAAQS set attainment thresholds for sulfur dioxide, particulate matter (PM 10 and PM 2.5), carbon monoxide, ozone, nitrogen oxides NO x, and lead (Pb) in outdoor air throughout the United States.
The Clean Air Act requires the EPA to set US National Ambient Air Quality Standards (NAAQS) for the six CAPs. [6] The NAAQS are health based and the EPA sets two types of standards: primary and secondary. The primary standards are designed to protect the health of 'sensitive' populations such as asthmatics, children, and the elderly.
The health-based standards were called "primary" NAAQS, while standards set to protect public welfare other than health (e.g., agricultural values) were called "secondary" NAAQS. In 1971, EPA promulgated regulations for sulfur oxides, particulate matter, carbon monoxide, photochemical oxidants, hydrocarbons, and nitrogen dioxide (36 FR 22384).
The Bureau of Labor Standards of the Department of Labor has worked on some work safety issues since its creation in 1934. [4] Economic boom and associated labor turnover during World War II worsened work safety in nearly all areas of the United States economy, but after 1945 accidents again declined as long-term forces reasserted themselves. [5]
While emission performance standards have been used to dictate limits for conventional pollutants such as oxides of nitrogen and oxides of sulphur (NO x and SO x), [3] this regulatory technique may be used to regulate greenhouse gases, particularly carbon dioxide (CO 2).
The UK standards for schools say that carbon dioxide levels of 800 ppm or lower indicate that the room is well-ventilated. [92] Regulations and standards from around the world show that CO 2 levels below 1000 ppm represent good IAQ, between 1000 and 1500 ppm represent moderate IAQ and greater than 1500 ppm represent poor IAQ. [88]
