The first service was held on May 15, 1955, in the original church sanctuary, which later was used for Sunday school education rooms. With 445 members, Good Shepherd was self-supporting by the fall of 1955. Dr. Edwin M. Hegge was installed as the senior pastor on November 27, 1955. In January 1959, a new educational wing was dedicated.
By the mid-1920s, the congregation had become known as First Evangelical Church, but since then has returned to the First Lutheran name. [ 3 ] In 1926, the congregation, under Pastor Detlev Baltzer (1889–1962), hired architect Joseph W. Northrop Jr to design a new sanctuary and campus in the 1300 block of Homan Street.
When the church was active as a Lutheran congregation, it helped establish five other congregations in the city: Zion United Church of Christ (1841), Pleasant View Lutheran Church (1844), Gethsemane Lutheran Church (1921), Bethlehem Lutheran Church (1923), and First Latvian Church (1947).
