The National Wildfire Coordinating Group (NWCG) was formed in the United States as a result of the aftermath of a major wildfire season in 1970, including the Laguna Fire. The 1970 fire season underscored the need for a national set of training and equipment standards which would be standardized across the different agencies.

Before a firefighter can begin training for the test, they must fill out a Health Screening Questionnaire (HSQ). This must be done prior to conditioning for, or taking, any level of the Work Capacity Tests (WCT). The HSQ is reviewed by a Human Resource Office and they will determine whether a person is cleared to start conditioning.
