Yes, it’s completely independent of the other movies and it’s the best of all movies except maybe the first one. You can watch anything you want. The movies have nothing to do with Tokyo Drift I mean none of the characters are in future films except Han, but Sean does make an appearance in the 9th movie.
I think it's best to watch it after 6. But you need to skip the last 8 minutes or so from it because after the family meal grace you see shaw killing him. If you like you can watch the last 8 minutes after tokyo drift. And then watch part 7 so the timeline is right. 3.

The Raid 2. - The Police Story movies are often good for some car chase scenes and some great stunt and fight scenes. - A Bittersweet Life is a little shallow on the vehicle stuff but I think hits the feel right. - City on Fire does have some vehicle centric sequences while also being a good crime and action movie.
