It appears to me that for form 1 cut downs, the customer sends the barrel as well as a copy of the approved form 1. You perform the service then send the barrel back to the customer without need for an FFL.

Purchase a stripped lower and then fill out the paperwork for a Form 1. In the mean time while waiting for the tax stamp install a pistol buffer tube and then you can legally be in possession of the short barrel and be able to enjoy the firearm until the stamp arrives to put on a true stock & or a vertical fore grip.
