On July 6, 2004, Starrett was nominated by President George W. Bush to a seat on the United States District Court for the Southern District of Mississippi vacated by Charles W. Pickering. Starrett was confirmed by the United States Senate on November 20, 2004, and received his commission on December 13, 2004.

Lee was nominated by President Ronald Reagan on May 15, 1984, to a seat on the United States District Court for the Southern District of Mississippi vacated by Judge Dan Monroe Russell Jr. He was confirmed by the United States Senate on June 11, 1984, and received his commission the same day. He served as chief judge from 1996 to 2003.
