I don't think so because the Chinese authority has blocked some well-known sites since June, like Wikipedia (All Wikimedia projects were temporarily blocked for several hours on June 20th), Discord, BBC, Quora and Reddit.

The community bulletin board has 2 sections that can be used by Wikipedians for announcements: "Events and projects" and "WikiProject notices".
