The term Supply Chain Management (SCM) was coined in the early eighties (1982) by Booz Allen Consultant, Keith Oliver, [9] but remained only a buzzword for many years. The program addresses the public sector's future need of competent and committed administrators by training these young adults in the operations of state government. Over the course of the fellowship year, the program provides a public sector management training program encouraging fellows to remain in a career oriented toward public service.
