Acrobat Reader does not have all the features that the paid for versions of Acrobat have. There are additional packages available that can add more features to Reader but you will need to purchase those packages and even if you purchased all them, you still would not have Acrobat and you would have paid more than the cost of Acrobat.

If you run into this problem, open a live chat with Adobe. Answer their questions. They will transfer you to a technical support chat specialist. That person will have to take remote access of your machine and do about 15 minutes of work. After that it is licensed and works. Some sort of bug with Adobe's big push to get Adobe Acrobat DC out there.
I have purchased a PC standalone version Acrobat Pro DC for my windows computer. I cannot get tech support for this version any longer because it is over 12 months. Here is my issue. I'm trying to download the installer for a 2022 version of Acrobat Reader. 2022.003.20310 would be ideal, but a version close to that would probably work. I've read other posts about getting them from Adobe's FTP site, but those old versions appear to stop at October 2020.
Having a similar issue. I have Adobe Acrobat DC Pro (via Creative Cloud license) under my user account on PC, and my wife also has a user account on the PC, but it does not let me install Adobe Reader for her to open PDFs, but forces me to either start a 7-day trial for Acrobat Pro, or force me to install/use a 3rd party app.
