In 2004, the facility was listed in the National Register of Historic Places as Lock and Dam No. 21 Historic District, #04000181 covering 1,075 acres (4.4 km 2), 1 building, 4 structures, 4 objects. Currently there is a study being conducted by the city of Quincy to convert Lock & Dam No. 21, 20, and 22 into being hydroelectric by 2016.
The project produced 51 wooden wicket dams and 600 foot by 110 foot lock chambers along the length of the river. During the 1940s, a shift from steam propelled to diesel powered towboats allowed for tows longer than the 600 foot locks on the river.
The site underwent major rehabilitation from 1989 to 2003. The lock and dam are owned and operated by the St. Paul District of the United States Army Corps of Engineers-Mississippi Valley Division. The dam consists of a concrete structure 934 feet (284.7 m) long with five roller gates and 10 tainter gates.
