I have the Windows Mail app set to always download messages and pictures for all accounts. It randomly does not download content and displays a clickable message to "download messages and pictures". It shows that it is busy, with moving dots at the top of the screen, but it never does download the content.

Although Outlook will be the new default mail app, you can still change your default mail app back to Windows Mail and use Windows mail. I understand your concern and appreciate your viewpoint so when the time comes do not worry you will still be able to use Windows Mail.
To be honest, am more then a little puzzled how you had <Outlook Express> (OE) working on your Win 10 system. OE hasn't been available since Win 'XP was discontinued. There is no download or install option for OE for Win10 (or any O/S after Win'XP for that matter). Are you sure that you were actually using OE and not a version of Windows Live Mail.
I understand that you'd like to go back to the old version of Outlook or what we now call the classic version of Outlook for Windows. Assuming that you already are using "new" Outlook for Windows app now, you can revert this change by using the steps from the guide below.
