In computing, netstat is a command-line network utility that displays open network sockets, routing tables, and a number of network interface (network interface controller or software-defined network interface) and network protocol statistics.
The command reports the round-trip times of the packets received from each successive host (remote node) along the route to a destination. The sum of the mean times in each hop is a measure of the total time spent to establish the connection. The command aborts if all (usually three) sent packets are lost more than twice.
It is usually used in conjunction with a graphical front-end such as GNOME Shell. Versions of Microsoft Windows from Windows 95 to Windows Me used winipcfg to give a graphical display of current IP information. ipconfig, a command similar to ifconfig, comes with Microsoft operating-systems based on the Windows NT kernel.

If a computer is sending SYN packets or is connected to the client's computer, the connections can be discovered by using the netstat command or a common port listener like “Active Ports”. In the introduction it states "In computing, netstat (network statistics) is a command-line network utility that displays network connections for Transmission Control Protocol (both incoming and outgoing)", but later on it says both TCP and UDP in the Netstat protocol. Should the introduction include UCP as well? (I don't know the answer).
