In an article about New York City, for example, an image with the caption "New York City" isn't helpful, while something like "Panorama from the top of the Empire State Building" is much more useful. It's hard to write a full sentence caption that doesn't fulfill at least one other goal of a good caption, and with that in mind, a full sentence is a good place to start.
