Clancy was born September 29, 1863, in New York City, New York, and after entering the navy Clancy was sent to China to fight in the Boxer Rebellion. In 1900 he was a chief boatswains mate and participated in the China Relief Expedition. For heroism during the expedition, he was awarded the Medal of Honor.
The recipients must have distinguished themselves at the risk of their own life above and beyond the call of duty in action against an enemy of the United States. Due to the nature of this medal, it is commonly presented posthumously. [2] During the Boxer rebellion, 59 American servicemen received the Medal of Honor for their actions.

Daniel Joseph Daly (November 11, 1873 – April 27, 1937) [1] [2] was a United States Marine and one of nineteen U.S. servicemen to have been awarded the Medal of Honor twice. Daly and Major General Smedley Butler are the only Marines who earned two Medals of Honor for two separate acts of valor.
