The police departments of Caloocan, Malabon, Navotas, Valenzuela and Quezon City were merged to form the Northern Police District (NPD), by virtue of the creation of the Integrated National Police in 1975 by Presidential Decree No. 765 and having headquarters in Camp Karingal.
The Metropolitan Police Force was later established on March 21, 1974, through Presidential Decree No. 421 issued by then-President Ferdinand Marcos.
