The Santeetlah powerhouse is located on the left bank of the Cheoah Reservoir portion of the Little Tennessee River five miles (8 km) upstream of the Cheoah Dam.
The area known as "Santeetlah" along the Cheoah River was sparsely settled, and in any case, the river valley was flooded after Santeetlah Dam was completed in 1928. [7] In 1939, the U.S. Forest Service purchased from Carolina Aluminum Company the land now occupied by the town of Lake Santeetlah.

It was named for William A. Graham, [4] United States Senator from North Carolina (1840–1843) and Governor of North Carolina (1845–1849). The first Graham County Courthouse was constructed in Robbinsville in 1874, but its floor collapsed two decades later while the building was packed during a murder trial.
