XOWA is a free, open-source application that helps download Wikipedia to a computer. Access all of Wikipedia offline, without an internet connection! It is currently in the beta stage of development, but is functional. It is available for download here.
The Python pandas software library can extract tables from HTML webpages via its read_html() function. More challenging is table extraction from PDFs or scanned images, where there usually is no table-specific machine readable markup. In the Print/export section select Download as PDF. The rendering engine starts and a dialog appears to show the rendering progress. When rendering is complete, the dialog shows "The document file has been generated. Download the file to your computer." Click the download link to open the PDF in your selected PDF viewer.

Wiki pages can be exported in a special XML format to import into another MediaWiki installation or use it elsewise for instance for analysing the content. See also m:Syndication feeds for exporting all other information except pages, and see Help:Import on importing pages.
@Philoserf: I note that your recent edits removed many of the inline external links. This makes the page much harder to use: statements such as "If it doesn't work, see the forums" and "The SQL file used to initialize a MediaWiki database can be found here" aren't useful without their external link.
