The GE Universal Series is a series of diesel locomotives intended for the export market introduced by General Electric in early 1956. General Electric had previously partnered with Alco , producing locomotives for export using Alco's 244 engine , and provided electrical parts for Alco's domestic production.

A variant of the C30-7, 50 GE C30-7As were purchased by Conrail in mid-1984. Externally similar to the GE C30-7 model, six tall hood doors per side (in place of eight) showed it had a 12-cylinder (rather than 16-cylinder) prime mover. Both engines produced 3,000 horsepower (2,200 kW) but the C30-7A's smaller engine used less fuel.
Since the GE "U-boat" design had provision for a train-heating steam generator between the cab and the engine compartment, the U28CG's dimensions were identical to the U28C. There was a bulge in the hood on the left-hand side to accommodate the steam generator, which was a Vapor-Clarkson unit, skid-mounted for easy repair and replacement.
