    As you say, a person (call him/her Baby A) born of a Jewish mother is a Jew. That's fine, because the baby shares the mother's Jewish DNA. It's an inherited trait. Now take Baby B, who is born to a Jewish father but a non-Jewish mother. As I understand it, Baby B is not considered a Jew, even though he/she has just as much Jewish DNA as Baby A.
