As storage media costs keep dropping (with 16TB and soon 20TB disks becoming available) so do the cost of storage plans. There are a number of unlimited cloud storage plans for ~$100 a year. I have two where I keep ~26TB of data on each.
+1. Apple really needs to increase their top level of iCloud Drive storage. I would happily pay for 10-20 TB of storage if need be. I am currently on 3.2 TB of storage, split across two 2 TB iCloud Drive and Google Drive plans.

Since 2TB is way more than I need, can I then upgrade to 2TB > invite her via the Family Sharing button > she can then cancel her own subscription?
Nope. I found Onedrive to be by far the best cloud storage option since I get 1 TB for paying for Office anyways. I turned off all iCloud stuff and have my photos/videos automatically uploaded to OneDrive.
