Radioluminescent paint is a self-luminous paint that consists of a small amount of a radioactive isotope (radionuclide) mixed with a radioluminescent phosphor chemical. The radioisotope continually decays, emitting radiation particles which strike molecules of the phosphor, exciting them to emit visible light.
As in many chemical reactions, chemiluminescence starts with the combining of two compounds, say A and B, to give a product C. Unlike most chemical reactions, the product C converts to a further product, which is produced in an electronically excited state often indicated with an asterisk:

The luminous efficiency of a light source is thus the percentage of luminous efficacy per theoretical maximum efficacy at a specific wavelength. The amount of energy carried by a photon of light is determined by its wavelength. In lumens, this energy is offset by the eye's sensitivity to the selected wavelengths.

The main difference between the luminous efficacy of radiation and the luminous efficacy of a source is that the latter accounts for input energy that is lost as heat or otherwise exits the source as something other than electromagnetic radiation. Luminous efficacy of radiation is a property of the radiation emitted by a source.
