RCOE has served Riverside County for nearly 125 years. With well over 420,000 students, RCOE is California’s fourth-largest county office of education. The county's 23 districts vary in size from Desert Center, with just over a handful of students, to Corona-Norco, with more than 50,000. County offices serve three legally mandated functions:
Riverside was originally called Fountain City, and under the latter name was established in the 1850s when the Wabash Railroad was extended to that point. [3] The post office was established as Riverside in 1872, and remained in operation until it was discontinued in 1946. [4] [5]

Franklin Community High School was established on February 8, 1871, in a building located at Water and Adams Streets. [5] Its current facilities were built in 2007. [ 5 ] The school has an enrollment of more than 1,600 students.
