The town's name is a syllabic abbreviation of California, Nevada and Arizona. Cal-Nev-Ari was created in 1965 by Nancy and Everette "Slim" Kidwell, who acquired a 640-acre (260 ha; 1.00 sq mi) section of land from the U.S. government and commenced development of an airport-based community an hour by road from Las Vegas .

Sun City began in what is known as the Perris Valley, so known since 1885, when the community of Perris was established along the newly built Southern California Railroad certified to connect the cities of Barstow and San Diego. Until 1957, there was little change in this sparsely populated rural grassland valley.
Palm Gardens began development in the 90s and a Chevron gas station with a Chevron Food Mart convenience store was built in 1999. The community was planned to have 90 constructed homes, but further development was delayed due to the Great Recession, the death of a contractor, and environmental concerns regarding desert tortoises in the area.
