The Americans set up an American military government in Seoul in the South, and while the Soviets set up a government in Pyongyang in the north. The U.S. recognized the government in Seoul in 1948, the same year North Korea was recognized by the Soviets. From 1948 the American embassy operated out of a leased hotel building.
Other countries, like the Soviet Union, recognized the Pyongyang government in North Korea, but did not initially establish relations with the South Korean government in Seoul. The United States has maintained constant diplomatic relations with South Korea since 1948, with formal recognition of the Republic of Korea on 1 January 1949.

Bush spoke to U.S. and South Korean military personnel, their families, and civilian employees at Yongsan Garrison's Collier Field House, 6 as part of his final visit to Asia.
