    Yes, this is exactly right - if there's solid consensus to remove an image but the image itself isn't intrinsically bad, then just go around and remove all instances of it in article space. Deleting files (or templates, etc) in order to remove editorially disputed content is a bit inefficient, and not really what FFD is designed for.
