People got bored of 3.3.5. Obviously there are emu devs for the other expansions, but nothing on the same scale as TC2 back in 3.3.5. As it stands currently most private servers use a core for a base and then their own devs add their own fixes. This leads to having very few playable servers after 3.3.5.
ive played turtle wow and solo craft and ive enjoyed them, but I keep coming back to retail wow. and i can only play to lvl 20 bc im poor lol. im a new player and retail wow just feels more friendly to me. my main goal is to quest and explore the world, and I would like to start form lvl 1.
Echeloned, followed by Divinity-X. Both have gone down, but we have created a year ago a new server called Epsilon WoW. RPH is just a Trinitycore server with All GM and scripting, but Epsilon has doodad phase shifting, which allows you to completely empty out zones and lets you build whatever your heart desires.
Stormforge has a tbc classic server that's heavily populated. I hoped on yesterday when the patch for my engineering mount came out and saw more people online in shatt n org than I have ever seen on retail. Project epoch is coming soon check it out! Turtle WoW is excellent and so is Warmane.

You skipped several large servers, such as WoWCicle and Firestorm, these alone would add another 30k online to your count. There are currently around 1,2 million active private server players (Counting North America, Europe and Russia) and a large number of Chinese players on Chinese servers.
For Vanilla, Lights Hope is your best bet, it's more like a super server - it peaks at 10k on the weekends, and I've never seen it go below 6k. Also, no cash shop, and 1x Blizzlike rates. For BC, Warmane is probably your only option, but the BC coding/scripting is rather poor overall on all servers, so be warned. 4.

Adamgrim. Right now, it's Stormforge-Mistblade. It is the best private server I've ever played. Dalaran-Wow has been my default server for the past 6-7 years, and it is great too, just low pop now. The main reason I have enjoyed both is both are well-scripted servers, and have healthy economies.
