The Rain or Shine Elasto Painters debuted in the Philippine Basketball League in 1996 as the Welcoat Paint Masters. Its first championship came in the 1999 Challenge Cup, winning 3–0 over Red Bull Energy Drink. Welcoat was considered as one of the two teams to enter the PBA before the 2000 season but lost out to Red Bull.

Belasco grew up in Stockton, California, which is home to a large community of Filipinos. [2] Before he came to the Philippines, he had the nickname of "Saint Nic." [3] He is a third-generation Filipino-American with his ancestor coming over in 1926 doing farm labor in the Stockton area.

Casson was born on May 17, 1898, in Toronto, Ontario, to an English Quaker father, John Edwin Casson, and a Canadian mother, Henrietta (Hardy). [1] At age nine, he moved to Guelph, and to Hamilton at age fourteen. The first exposure he had to art was at Hamilton Technical School, where he was asked by his teacher to demonstrate for the class.
