The first design submitted was the Maxim-Kolesnikov, designed by Ivan Nikolaevich Kolesnikov at the Kovrov Arms Factory, followed soon thereafter by the Maxim–Tokarev, designed by Fedor Vasilievich Tokarev at the Tula Arsenal.
