There are two complementary definitions of vowel, one phonetic and the other phonological.. The term "short vowel" is historical, and meant that at one time (in Middle English) these vowels were pronounced for a particularly short period of time; currently, it means just that they are not diphthongs like the long vowels. For example, in some non-rhotic varieties of English the /t/ of the word party may be nearly elided, with just some breathy-voice remaining, in which case it may be transcribed [ˈpɑː̤ɪ]. [4] When both length and tone are moraic, a tone diacritic may appear twice, as in [sáː̀] (falling tone on a long vowel).
Vowels pronounced with the tongue lowered are at the bottom, and vowels pronounced with the tongue raised are at the top. For example, [ɑ] (the first vowel in father) is at the bottom because the tongue is lowered in this position. [i] (the vowel in "meet") is at the top because the sound is said with the tongue raised to the roof of the mouth.
