I just received my new iPad mini 6, and set it up from scratch. (Did not migrate anything). I use Guided Access a ton on previous generation iPad Mini's and regular iPads. usually use 4-digit passcode. I have setup 4-digit and 6-digit passcode settings with and without TouchID being setup.

Upgrading/updating that iPad any farther will never, ever be possible. That iPad model cannot ever upgrade beyond iOS 9.3.5/9.3.6. Your iPad is, at least, 9-years old and is too old, now. Sorry. Apple ended support for all 8-10-year old iOS devices nearly 5 years, ago, in 2016.
