When attempting to download Office 365 installation files via the Office Deployment tool, the files do not download. An "Office" directory with a "Data" sub-directory is created, but that's all. I go through the post carefully, per the description, it seems that you meet issue when try to download Office content with ODT. As for the Product ID part, as you can see the article: List of Product IDs which are supported by the Office Deployment Tool for Click-to-Run. The “ProofingTools” could not be a valid ID in the part.

I am afraid the Logging element is no longer supported as a configuration option for the Office Deployment Tool. Log files can be found in the %temp% folder.
