In my opinion, Qatar must be still "Visa Required" for Indians, as Visa on Arrival is provided only when a hotel is booked from "Discover Qatar". If someone visits friends/relatives they will still need visa (either resident of GCC or elsewhere). "Visa Not Required" is misleading - open to view from other experts.
