Liam Scott McArthur (born 8 August 1967) is a Scottish politician serving as Deputy Presiding Officer of the Scottish Parliament, alongside Annabelle Ewing, since May 2021. A member of the Scottish Liberal Democrats , he has been the Member of the Scottish Parliament (MSP) for Orkney since 2007 .
The Presiding Officer is expected to be strictly nonpartisan, so Johnstone resigned her Greens membership to take on the role. [2] [16] Johnstone is the second woman in the post. The first was Tricia Marwick, who was Presiding Officer from 2011 to 2016. [17] She is also the first Green MSP to serve as Presiding Officer.
In Law, the Presiding Officer and the deputies will not cease to hold the office of Presiding Officer merely because of the dissolution of the Parliament before a general election. The incumbent office holders will continue to serve office until such time as the new Parliament elects a Presiding Officer (and the deputies) under subsection (1). [13]

[71] Alison Johnstone was one of the eight MSPs elected for the Scottish Greens in the election, however on 13 May 2021 she gave up her party affiliation in order to become Holyrood's Presiding Officer as the position is a politically neutral role.
