The Battle of Veracruz [12] was a military conflict between the United States and Mexico that took place in the Mexican port city of Veracruz between April 21 to November 23, 1914. The incident occurred in the midst of poor diplomatic relations between Mexico and the United States related to the ongoing Mexican Revolution .
During his State of the Union address on 2 Dec. 1913, Wilson stated, "There can be no certain prospect of peace in America until General Huerta has surrendered his usurped authority." In early 1914, Wilson lifted the arms embargo, which allowed the Constitutionalists to buy arms. With these moves, Wilson was moving closer to intervention. [4]
