Here is a location diagram, and the box diagram. Located in the Blower/Flasher Relay Block, which is located behind the center of the instrument panel. It is not on the column itself. You will have to remove the kick panel, and look under the dash on the right side of the driver foot well. There should be a black box with a lid taped on.
