Bedford, or the Borough of Bedford, is a unitary authority area with borough status in the ceremonial county of Bedfordshire, England. The council is based in Bedford , the borough's namesake and principal settlement, which is the county town of Bedfordshire.
Most of the borough is covered by civil parishes, which form an additional tier of local government for their areas. The exception is the central part of the Bedford urban area, roughly corresponding to the pre-1974 borough of Bedford, which is unparished. [14] [15] The council is a member of the East of England Local Government Association.
Bedford Borough Council voted in November 2009 to change to the two-tier model in its area. [ 22 ] [ 23 ] The change was due to be introduced over a five-year period and be completed in 2015. The county council was created in 1889, with elections held every three years (except during the World Wars). Significant reforms in 1974 under the Local Government Act 1972 saw a new council elected in 1973 which took office from 1 April 1974 when those reforms came into effect.
