This is a list of law enforcement agencies in the state of Virginia. According to the US Bureau of Justice Statistics' 2008 Census of State and Local Law Enforcement Agencies, the state had 340 law enforcement agencies employing 22,848 sworn police officers, about 293 for each 100,000 residents. [1]
In doing so legislators created a state enforcement group with the power to arrest anywhere in Virginia. A mobile enforcement agency was now ready for duty wherever civil strife or emergency conditions might exist that would warrant police personnel to ensure peace and security. It was at this time that inspectors began to be known as "Troopers."
The Richmond Police Department (RPD) is the primary law enforcement agency for the 230,436 people [1] within the 62.5 square miles (162 km 2) jurisdiction [2] of Richmond, Virginia. The department employs about 750 sworn officers and about 170 civilians.
In 1984 these requirements were for 480 hours of training, which could be completed in 120-hour-long "blocks" which were offered as part-time evening classes. With completion of each block came expansion of the types of law enforcement the officer could perform.
The concept has been in use in the United States since at least the 1970s. The United States Department of Justice database includes an article from 1977 entitled, COMBATING CRIME - FULL UTILIZATION OF THE POLICE OFFICER AND CSO (COMMUNITY SERVICE OFFICER) CONCEPT that described CSO functions and implementation of a CSO program. Through 1990, the male death row was located at the Virginia State Penitentiary in Richmond, which began hosting executions on October 13, 1908.
