In 1786–87, soldiers of the First American Regiment under Major Jean François Hamtramck built Fort Steuben to protect the government surveyors mapping the land west of the Ohio River, [10] and named the fort in honor of Baron Friedrich Wilhelm von Steuben.
Brooke County, West Virginia lies across the Ohio River to the east. Most of the northern part of the township is occupied by the city of Steubenville , the county seat of Jefferson County. Of the remainder, the village of Mingo Junction is located in the northeastern part of the township.

Villages in the township include part of New Alexandria in the south and part of Wintersville in the north.
Jefferson County was organized on July 29, 1797, by proclamation of Governor Arthur St. Clair, six years before Ohio was granted statehood. Its boundaries were originally quite large, including all of northeastern Ohio east of the Cuyahoga River, but it was divided and redrawn several times before assuming its present-day boundaries in 1833, after the formation of neighboring Carroll County.
